Americans already have a strong disincentive to purchase air travel more than eight weeks out: the Fair Credit Billing Act. If an airline ceases operation (e.g. Mexicana), and you used a credit card to purchase a ticket in the past 60 days, you can dispute the charge and get your money back. Beyond 60 days, you become just another unsecured creditor, and you move to the back of the line of those seeking restitution. The odds are not in your favor at that point.
